•1. Do the Storm Water Regulations
apply to your operations?
Hurricane Engineering & Inspection Services LLP can determine if
the State of Texas and EPA storm water rules applies to your construction site. Construction sites greater than 5 acres and
construction sites smaller than five acres both have storm water requirements. Even a site with non-contiguous construction
within a larger plat must meet storm water requirements. For example, If a builder owns three lots within a subdivision and
the three lots equal one acre, the builder must comply with the guidelines.
The Deadline
has passed. The rules may apply to you.
•2. Is
your site less than five acres?
Hurricane Engineering & Inspection Services LLP can develop your Storm
Water Pollution Prevention Plan (SWP3) that covers the entire site. The SWP3 must include site map, pollutant sources, description
of erosion control and stabilization practices (best management practices BMP), maintenance and inspection procedures, records
retention, and final stabilization procedures. Then, post the State required site notice where it is available for viewing
by the general public. And submit a copy of the notice to the appropriate municipality.
•3.
Is your site is greater than five acres?
Hurricane Engineering & Inspection Services LLP
can develop a cost effective SWP3 for your construction site. Submit the Notice of Intent to the TCEQ. Post the Notice of
Intent and the Site Notice as required by the TCEQ. We will submit a copy of the notice to the appropriate municipality.
•4. Do you have to perform storm water inspections to meet
your SWP3?
If an SWP3 is required, the plan must include inspections of storm water erosion control and stabilization
devices at your site. Hurricane Engineering & Inspection Services LLP inspectors can cost effectively perform your storm
water inspections. We can advise your staff of any maintenance needs, before they become costly repairs. We will inspect construction
site areas that have not been stabilized, areas used for storage of materials that are exposed to precipitation, discharge
locations, and structural controls for evidence of, or the potential for, pollutants entering the drainage system.
Hurricane Engineering & Inspection Services LLP personnel will become familiar with your construction
site, and your site's SWP3. Sediment and erosion control measures identified in the SWP3 will be inspected to ensure that
they are operating correctly. Locations where vehicles enter or exit the site will be inspected for evidence of off-site sediment
tracking. Personnel conducting these inspections will be knowledgeable of State requirements and their impact to your operations.
Your permit may require inspections at least once every 14 calendar days and within 24 hours of the end of a storm event
of 0.5 inches or greater or SWP3 may require an inspection once every 7 days regardless of storm events. Hurricane Engineering
& Inpection Services LLP can provide a low cost and reliable seven day inspection for your site to assure compliance.
For
unique construction sites, such as utility or pipelines, Hurricane will work with you and your construction schedule to provide
cost effective inspection coverage during construction.

•5. Is there
a report required?

incidents and certification signed in accordance with State requirements must be retained on site. The names and qualifications
of those individuals completing the inspection must also be documented in the on-site report. Hurricane Engineering &
Inspection Services can provide an electronic document that can be readily updated.
•6.
What about record keeping?
All records, including the SWP3 plan, construction site notice,
notice of intent, reports submitted to the municipality, must be retained for a minimum of three years from the date of the
notice of termination. For activities where a notice of termination is not submitted the same three retention period is required
as well. Hurricane Engineering & Inspection Services LLP will provide your records to you in digital format. Hurricane
Engineering & Inspection Services can provide secure digital retention of your records.
•7.
What will this cost?
The State requires a $225 fee for a digital notice of intent or $325
fee for a paper submission of a notice of intent. Payment to the State is required at time of submission. Failure to pay renders
the Plan incomplete. Contact a Hurricane Engineering & Inspection Services LLP representative to determine costs for your
site needs.
